Hi Zephiros, welcome to these forums!
About scroll bars... I don't think I ever saw that concept in a 3D modeler, the common methodology is to simply zoom away the camera to get everything in view you want and then zoom back in to the location you want to be. In a 3D view, I don't think scrollbars make much sense, but the idea of having them in the 2D views is kinda interesting. They could scroll to the extends of the implicit bounding box (plus some margin) or something. However, they would take up valuable working space on the screen, so it would have to be optional at best. I am putting this on the 'something to think about' list
The questions about the plugins would better be asked in the plugin section (trying to keep a bit of structure in the information to be found on these forums ), but I'll give answering them a shot:
Are you sure the .X file doesn't show up, maybe it's just really small? Try playing with the 'scale factor' from the plugin, and see if that helps. If everything else fails, you can always send us the .X file and we'll try to figure out what is wrong with it.
About the level preview plugin, try changing the user defined camera position to a position slightly above the surface you want to stand on (or, the other way around, put the surface slightly below that position).You probably have it set to 'center of level', so if you draw a cube, the camera will start in the center of the cube, not on top of it.
