Average tool controls

Hi, all been a long time since I alst posted. I came up with a feature idea: With the "Average" tool for Vertices, I think it would be handy to put in a percent, so you could have effects like the tighten command from Wings3D: As show here: http://www.yourfilelink.com/get.php?fid=33360

So, setting Avereage to only average 50%, it'll do what that video does, tightening up only 50% though. Currently it'll compress all the vertices into one
