I don't really understand what's the different between the two, they both seem to do the same thing?

sometimes the magnet doesn't react, just click on it again.

The magnet attracts other vertices around it to go up, you can set the range in the right cornor together with how you want the vertices to be attracted.

move just move one vertex.

The magnet can be used to create simple landscapes in no-time. Just be sure to set a proper range in its property window. Wink
